WASHINGTON, DC (September 23, 2024) — Today, Congresswoman Valerie Foushee (NC-04) released the following statement on the House passage of her and Congressman Max Miller (OH-07)’s bipartisan bill, H.R. 7685, the Innovating Mitigation Partnerships for Asphalt and Concrete Technologies Act, or the “IMPACT Act,” which passed unanimously by voice vote. The IMPACT Act will strengthen the competitiveness of American manufacturing by developing technologies to decarbonize and improve the efficiency of cement, concrete, and asphalt production.
“As the climate crisis continues to affect all corners of our society, we must make meaningful strides to reduce harmful greenhouse gas emissions across all sectors,” said Congresswoman Valerie Foushee (NC-04). “The IMPACT Act is a forward-thinking bill that will enhance the competitiveness of American manufacturing and R&D, and help create good-paying American jobs, while ensuring measurable GHG emissions reductions and modernizing the manufacturing process of building materials that are critical to our nation’s infrastructure. Specifically, H.R. 7685, the IMPACT Act:
- Enables industry and DOE to work collaboratively on fundamental research that will enhance existing production methods and unlock new innovative techniques; and
- Enables DOE, in consultation with other federal agencies, to offer technical assistance to entities seeking to promote the commercial application of low-emission cement, concrete, and asphalt.
The IMPACT Act is endorsed by: Citizens for Responsible Energy Solutions (CRES), Clearpath Action, National Asphalt Pavement Association (NAPA), National Ready Mixed Concrete Association (NRMCA), Portland Cement Association (PCA), Sierra Club, U.S. Tire Manufacturers Association (USTMA), and World Resources Institute (WRI).
The Innovative Mitigation Partnerships for Asphalt and Concrete Technologies (IMPACT) Act was introduced in March 2024 by Reps. Valerie Foushee and Max Miller. The IMPACT Act unanimously passed the House Committee on Science, Space, and Technology markup by a vote of 38-0 on March 20, 2024.
