Overview
The following Community Projects are those being submitted by Congresswoman Valerie Foushee on behalf of North Carolina’s 4th District. Our office received many strong applications, and Congresswoman Foushee was only able to submit 15 project requests out of applications received. Those requests must be for state or local governments, government-adjacent organizations, and nonprofits only. Final decisions on which projects ultimately receive funding will be made by the House Committee on Appropriations later this year and must be passed through the Fiscal Year 2025 Congressional budget process.
Congresswoman Foushee will continue to advocate to ensure these projects are funded and deliver results for North Carolina’s 4th District.

Fiscal Year 2025 Community Project Funding Requests
Project Name: Legion Road Affordable Housing Project
Requested Amount: $1.5 million
Project Sponsor: Town of Chapel Hill (405 Martin Luther King Jr. Boulevard, Chapel Hill, NC 27514)
Project Justification: This funding would be used to build over 160 rental units priced to serve households earning between 0% and 60% of the Area Median Income (AMI) with at least 25% of the units serving households with extremely low incomes on Town owned land. This project is an appropriate use of taxpayer funds because it will help address the Town’s 2,000-unit gap for affordable rental units.
Project Name: Durham County Youth Center
Requested Amount: $1.25 million
Project Sponsor: Durham County Government (200 E Main Street, Durham, NC 27701)
Project Justification: This funding would be used for the reconstruction of the Former Boys & Girls Club located at 826 E. Pettigrew Street in Durham to transition the facility into the Durham County Teen Center. This project is an appropriate use of taxpayer funds because it addresses the lack of accessible community spaces for youth in our region and will provide a location for teenagers to access creative, social, and academic support.
Project Name: Alamance County-Mebane EMS Base
Requested Amount: $3 million
Project Sponsor: Alamance County Government (124 W Elm Street, Graham, NC 27253)
Project Justification: This funding would be used to support the high volume of ambulance transports in the growing eastern region of Alamance County, which served 19,000 patients in 2023. This project is an appropriate use of taxpayer funds because it will allow for timely responses to medical emergencies.
Project Name: Piedmont Community College Center for Health, Advanced Technology and Trade (CHATT)
Requested Amount: $2 million
Project Sponsor: Piedmont Community College (1715 College Drive, Roxboro, NC 27573)
Project Justification: This funding would be used to convert a 91,000 square foot industrial building into a multifaceted workforce training center, enhancing the economic and workforce readiness of the region. This project is an appropriate use of taxpayer funds because Person County is experiencing a shortage of healthcare professionals, and the Center will help close this gap.
Project Name: Triangle Mobility Hub
Requested Amount: $9 million
Project Sponsor: Research Triangle Regional Public Transportation Authority (4600 Emperor Boulevard, Suite 100, Durham, NC 27703)
Project Justification: This funding would be used to replace the Regional Transit Center and establish alternative rapid transit services in the Triangle Region. This project is an appropriate use of taxpayer funds because it will help connect North Carolinians to their workplaces via transit aimed to support the region’s rapid population growth, while alleviating traffic and pollution in the area.
Project Name: Southside Revitalization Phases III and IV
Requested Amount: $3 million
Project Sponsor: City of Durham (101 City Hall Plaza, Durham, NC 27701)
Project Justification: This funding would be used to complete the construction of affordable housing units for the remaining two phases at Southside, benefitting households earning 60% or below the Area Median Income. This project is an appropriate use of taxpayer funds because it will increase the number of affordable housing options in the community and serve as a catalyst for further public and private investment in the Southside neighborhood, a disinvested area near downtown Durham.
Project Name: GE Pump Station and Force Main Improvement
Requested Amount: $4 million
Project Sponsor: City of Mebane (106 E Washington Street, Mebane, NC 27302)
Project Justification: This funding would be used for improvements to the GE Pump Station which has encountered a 40% reduction in pumping capacity, and for the replacement of approximately two miles of 8-inch cast iron pipe force main with new 8-inch ductile iron pipe force main. This project is an appropriate use of taxpayer funds because it will benefit residents by expanding the tax base in rural Orange County.
Project Name: Fordham Boulevard Sidepath Development
Requested Amount: $2 million
Project Sponsor: Town of Chapel Hill (405 Martin Luther King Jr. Boulevard, Chapel Hill, NC 27514)
Project Justification: This funding would be used to update and construct approximately 3,500 feet of sidewalk from Cleland Drive to Willow Drive, along a high-volume section of Fordham Boulevard/15-501. This project is an appropriate use of taxpayer funds because it will enhance pedestrian safety and connect more individuals to the Town of Chapel Hill’s central business district.
Project Name: RDU Taxiway “J” Reconstruction
Requested Amount: $5 million
Project Sponsor: Raleigh-Durham Airport Authority (1000 Trade Drive, PO Box 80001, RDU Airport, NC 27623)
Project Justification: This funding would be used to reconstruct the pavement of Taxiway “J”, which provides a critical link between the parallel commercial runways at Raleigh-Durham International Airport and access to the North Cargo parking apron. This project is an appropriate use of taxpayer funds because it will eliminate the safety risk of aircraft damage.
Project Name: Alamance County Emergency Operation Center
Requested Amount: $2.8 million
Project Sponsor: Alamance County Government (124 W Elm Street, Graham, NC 27253)
Project Justification: This funding would be used to create an Emergency Operations Center inside a newly consolidated 911 Center. This project is an appropriate use of taxpayer funds because it would consolidate the Emergency Operation Centers, which are currently in different, remote locations from the Central Communications and 911 call center, enhancing their coordinated responses to emergencies and disasters.
Project Name: Burlington-Alamance Regional Communications and Records Management Upgrade
Requested Amount: $6 million
Project Sponsor: City of Burlington (425 S Lexington Avenue, Burlington, NC 27215)
Project Justification: This funding would be used for Computer Aided Dispatch, Records Management System, and Jail Management System (CAD/RMS/JMS) to serve all law enforcement agencies in Alamance County. This project is an appropriate use of taxpayer funds because of the costs savings associated with implementing one system across multiple agencies. The taxpayers of every jurisdiction in Alamance County will reap the benefits of a safer community in which emergency response knows no jurisdictional boundaries.
Project Name: GoDurham Battery Electric Buses
Requested Amount: $1,891,792
Project Sponsor: City of Durham (101 City Hall Plaza, Durham, NC 27701)
Project Justification: This funding would be used to procure two 40-foot electric buses to replace existing diesel-fueled buses in the GoDurham fleet. This project is an appropriate use of taxpayer funds because it will be a step towards converting GoDurham’s entire fleet to BEBs, reducing emissions along all GoDurham routes, including within many disadvantaged communities in Durham.
Project Name: Durham Health Science Early College (HSEC)
Requested Amount: $1.25 million
Project Sponsor: Durham Technical Community College (1637 E Lawson Street, Suite 5-200C, Durham, NC 27703)
Project Justification: This funding would be used for building renovations to support the new Early College, which would connect Durham Public Schools students with training and job opportunities in the medical field. This project is an appropriate use of taxpayer funds because it addresses critical workforce needs and provides economic mobility opportunities for Durham residents.
Project Name: Town of Gibsonville Utilities Improvement
Requested Amount: $2 million
Project Sponsor: Town of Gibsonville (129 W Main Street, Gibsonville, NC 27249)
Project Justification: This funding would be used to improve the infrastructure of the historic Minneola Manufacturing Company Mill for it to be used as a mix of residential, commercial, and quasi-public community space. This project is an appropriate use of taxpayer funds because it would create significant jobs, increase Gibsonville’s downtown, provide housing, and increase retail space, transforming the mill into a beneficial residential and commercial hub.
Project Name: Downtown Elon Streetscape Improvement
Requested Amount: $1.9 million

Project Justification: This funding would be used for improvements to make the downtown pedestrian friendly by widening sidewalks and improving community-gathering spaces. This project is an appropriate use of taxpayer funds because it would enhance the Town of Elon’s central business district, supporting the economic growth of the Town.

Project Name: Durham County Emergency Operations Center
Requested Amount: $3 million

Project Justification: This funding would be used to replace the existing repurposed youth home that has been serving as an Emergency Operations Center since the 1990s. This project is an appropriate use of taxpayer funds because its cost savings during times of normal operations, through improved efficiency, enhanced prevention for public safety, and during times of disaster when the recovery time is shortened.
Project Name: Tanyard Branch Trace Affordable Housing Development

Project Justification: This funding would be used to build 48 affordable housing rental units priced to serve households earning between 0% and 60% of the Area Median Income. The project is an appropriate use of taxpayer funds because it would increase housing supply and improve housing affordability in the local community.
Project Name: Burlington-Alamance Regional Communications and Records Management Upgrade

Project Justification: This funding would be used for a shovel-ready project that will fully extend water and sewer infrastructure into its 500-acre Triangle North Granville Business Park. This project is an appropriate use of taxpayer funds because of the expected impact on local tax revenue and job creation for Granville County and the greater region.

Project Justification: This funding would be used for essential safety, security, and ADA renovations at Person High School. This project is an appropriate use of taxpayer funds because it will address essential safety and security needs, as well as American with Disabilities Act requirements at the flagship high school in Person County. It will increase equitable access, safety, and security for all students, staff, families, and community stakeholders.
Project Name: RDU North Cargo Taxilane Reconstruction Phase II

Project Justification: This funding would be used to reconstruct the Taxilane that provides access to the North Cargo aircraft parking apron at Raleigh-Durham International Airport. The funding will be used for construction activities that will occur in two separate phases. The project is an appropriate use of taxpayer funds because it will replace existing Taxiplane pavement that has exceeded its design life and is failing. The design life for the new pavement will range from 35-40 years, providing long-term benefits to central North Carolina.
Project Name: Transit Bus Stop Improvements for Chapel Hill Transit

Project Justification: This funding would be used to design and improve bus stops within Chapel Hill, Carrboro, and University of North Carolina service area. The project is an appropriate use of taxpayer funds because it upgrades existing bus stops to meet Americans with Disabilities Act (ADA) requirements, as well as to construct new stops near low-income and public housing communities.
Project Name: Chin Page Lift Station
Requested Amount: $3.5 million

Project Justification: This funding would be used to replace the existing Chin Page Lift Station and approximately 5,300 LF of sewer pipe with larger sewer pipe and a larger pump station outside the Stirrup Iron creek floodplain, to provide system resiliency and accommodate increased flows. The project is an appropriate use of taxpayer funds because until the new pump station is built and put into service, growth in the area is halted. The new pump station will allow for continued economic development and General Fund revenue growth in Durham County.
Project Name: BDC Communities Affordable Housing Rehabilitation

Project Justification: This funding would be used for the construction costs to substantially rehabilitate 368 affordable housing units for low-income families in the city of Burlington. The project is an appropriate use of taxpayer funds because it is projected to have an economic impact of $34.5 million and would help provide more affordable housing options in the community.
Project Name: Durham Rail-crossing Engagement, Planning, And Innovative Revitalization (REPAIR)

Project Justification: This funding would be used for solutions, and preliminary engineering design to address three adjacent railroad crossings in East Durham at S. Plum Street, S. Driver Street, and Ellis Road. The project is an appropriate use of taxpayer funds because it will plan for equitable transportation access by safeguarding the community from potential crashes and evaluating innovative mobility solutions to bridge the gap between north and south sides of the tracks.
Project Name: Durham Tech Affordable Housing Initiative

Project Justification: This funding would be used to close the funding gap for the construction costs to build a 124-unit affordable housing development on land owned by the College. The project is an appropriate use of taxpayer funds because it will increase affordable housing options in the community and will serve eligible students at Durham Technical Community College and members of the broader Durham community earning between 30% and 60% of the Area Median Income.

Project Justification: This funding would be used to add 3,200 feet of new sidewalk, connecting existing sidewalks, along a high-volume, high-speed arterial. The project is an appropriate use of taxpayer funds because it will replace the currently discontinuous sidewalk along Ephesus Church Road that limits safe crossing opportunities. Adding sidewalk to fill the gaps and creating infrastructure that leads to improved crossing facilities and access to transit will create a safer and more accessible transportation network.
Project Name: Weavers Grove Community Center and Resilience Hub

Project Justification: This funding would be used to build a vibrant new Community Center at the heart of the Weavers Grove affordable housing community. This multipurpose space will feature extensive programming capacity, creative partnerships, community services, and a new public bus stop. The project is an appropriate use of taxpayer funds because it will increase the value of affordable housing options in the community, and it will improve community resilience by serving as an emergency refuge area during weather-related disruptions.
Project Name: Oxford Waste Water Treatment Plant Filter Replacement

Project Justification: This funding would be used for restoration of filter capacity through the replacement of the City of Oxford’s existing WWTP filters and install two-disc filters. The project is an appropriate use of taxpayer funds because it will improve ability to assure continued operation of the Waste Water Treatment Plant during flood events and allow for continuous wastewater treatment during routine maintenance without adding any capacity to the plant.
